When a router fails, its neighbors do not detect the loss until the HELLO timeout expires.
 Routers can often detect loss-of-neighbor immediately when the links to the neighbor are
closed.

A code path needs to be implemented that causes the router to detect neighbor-loss upon link
loss.

This will result in much quicker recovery from failure.
