QPID-5930 : [Java Broker] Minimize memory footprint for persistent messages

> [Java Broker] Reduce Memory footprint of persistent messages
> ------------------------------------------------------------
> Key: QPID-5930
> URL: https://issues.apache.org/jira/browse/QPID-5930
> Project: Qpid
> Issue Type: Improvement
> Components: Java Broker
> Reporter: Rob Godfrey
> Assignee: Rob Godfrey
> Fix For: 0.29
> The contents of persistent messages are evicted from memory when the heap becomes full,
but the queue entry and references to the (evicted) stored messages remain. In order to maximize
the number of messages that can be handled we should aim to minimize the amount of memory
each such reference requires.
