Rob Godfrey resolved QPID-5996.

       Resolution: Fixed
    Fix Version/s: 0.31

The patch appears to fix all the issues associated with jacoco, surefire and <argLine>

we should include this in 0.30 as currently one can consider the build is broken (the coverage
reports don't work)
