QPID-6150: Add __init__.py to setup.py for linear store.

The file was not being included in the source tarball.

> The python modules qlslibs install to /usr/share/qpid-tools/python. The qpid-qls-analyze
builds its module search path to include the above. However, the above directory is missing
the necessary __init__.py file to make it a module that can be imported.
