DISPATCH-74: Allow changes to logging configuration of a running router.

The qdmanage tool can change logging configuration, examples on the man page.

qdmanage has been made easier to use, so it's not clear a separate tool is justified.

Also some improvements to man page generation.

> Allow management UPDATE requests on dispatch log entities, so that the logging levels
can be modified at run time.
> This should be settable using the generic UPDATE operation of qdmanage, but may need
to also extend qdmanage with a more convenient syntax for setting log levels since this will
be a frequent operation.
