Completed work on disk partitions. This adds the ability of the store to create queues that
use storage other than the broker default (which is set by the --efp-partition and --efp-file-size
options) If these are not explicitly set when the broker is started, then they default to
partition 1 ("p001" on disk) and file size 2014 KiB.

The disk partition directories to be used must exist prior to starting the broker. The simplest
way to do this is to add a symlink to a directory on the target partition named "pNNN" where
NNN is a three digit number known as the partition number. Then queues may be created using
qpid-config as follows:

{{qpid-config add queue <queue-name> --durable --efp-partition-num <n> --efp-pool-file-size

{{queue-name}} is the name of the queue to be created;
{{n}} is the partition number (it is not necessary to keep the leading 0s)
{{s}} is the EFP file size in KiB (must be a multiple of 4KiB).
