Kim van der Riet resolved QPID-6296.

       Resolution: Fixed
    Fix Version/s: 0.31

The fix to QPID-5671 also fixes this issue. The uninitialized first journal file in a queue
journal created using qpid-config is now correctly recoverd and used by the store without
a warning.
