DISPATCH-112: Router fails with duplicate link ID errors.

Reverted a bad change in r1658584. It used link name as the router.link management entity
identity.
The link name is not unique unless combined with the remote container name, which is a UUID
so that is not a very friendly way to name links. Returned to simple numbering.
