I'm good with this version.  It should fix the version issue with tox that Gordon hit.

I've tested it on centos5, 6, and 7 to verify we didn't break the traditional 'cmake ..; make;
make install; make test' workflow.  Chuck Rolke even tested the patch on his windows machine.
