The Java Broker store currently has no way to discriminate between a message with no content
vs. a message with zero length content.  If you send a 0-10 persistent message with null content,
then restart the Broker and receive the message, you will receive a message with zero length
content.

This defect has been highlight by QPID-6662 and Python tests qpid.tests.messaging.message.MessageEchoTests.testTextPlainEmpty.
The JIRA changed the handling of message with null content so that zero length content is
always returned (regardless of whether the Broker is restarted or not).
