content vs. a message with zero length content.  If you send a 0-10 persistent message with
null content, then restart the Broker and receive the message, you will receive a message
with zero length content.

The JIRA changed the handling of message with null content so that zero length content is
always returned (regardless of whether the Broker is restarted or not).
