In our case its that it's accepting the first transfer frame for a message, but yes I think
it's supposed to go both ways here (according to the spec). Frankly, I'm not sure it matters
all that much (assuming its 0 in its absence is probably satisfactory), but it bit me today
so I figured I'd pay it forward.
