A couple of comments:

# Wrong SLF4J patterns in log messages in EnvironmentUtils#updateMutableConfig - percents
are not understand
# #cleanlog or #checkpoint might be long running operations.  Do we want the caller (a HTTP
thread) to block until the operation returns?
# If you move EnvironmentConfig.*_LOGGING_LEVEL to EnvironmentFacade#ENVCONFIG_DEFAULTS you
can avoid the duplication in PARAMS_SET_BY_DEFAULT
