I did 

{noformat}
sudo emacs /etc/sysctl.conf
{noformat}

and in that file I set
{noformat}
net.ipv6.conf.all.disable_ipv6 = 1
{noformat}

and restarted my machine. 
socket.has_ipv6 still returns True

I opened up system_tests_protocol_family.py and replaced all occurrences of IPv6 with IPv4
and all occurrences of ::1 with 127.0.0.1 and the test which was not working after the machine
restart started working again (which means that IPv6 is really disabled on the machine)
