There is also a functional defect.  The anonymous exchange is not a ConfiguredObject, so permission
checks are not performed for it.  This will mean publishes to the anonymous exchange are not
subject to ACL control.  This is a regression.  This also indicates a gap in the ACL end to
end testing.
