No, the Broker does not exit.  If you start with no $QPID_WORK, the Broker comes up with the
default created VHN in ERRORed state.  If you start with an existing $QPID_WORK the same applies.
 In both case, you can recover within management by deleting the VHN.

mail on the users list, the broker should not offer to create a Derby backed virtual host
/ virtual host node if the Derby library is not on the classpath.
