Yeah I don't think we need to preserve the pre-0.20.0 behaviour, I think the new behaviour
is better than it, and adding an option to  send the Open immediately (when no ClientID is
configured) would be a further improvement to avoid the Open being delayed to allow for a
ClientID. I'd use a new JIRA for that since its kinda separate and is long standing behaviour
in itself.
