As of the following two commits:
bfa8a71 PROTON-1460: epoll - remove un-necessary event_cache fields
b87148b DISPATCH-390: Add missing lock around policy counts

The dispatch router passes its system tests with both the libuv and native epoll proactor
implementations in proton. There is still one sporadic core dump during shutdown with the
epoll driver, being investigated by [~cliffjansen]
