Cliff Jansen commented on PROTON-1491:

If an IO callback is in doubt, the current code rearms for (EPOLLIN|EPOLLOUT) before issuing
a shutdown to force at least one call back.  This second rearm can happen just after a separate
IO event launches a callback leaving two simultaneous callbacks.

Separate testing shows that the shutdown works as intended without the additional rearm. 
So removing that fixes the problem.
