So, one use case that comes to mind for which the use of this flag would prove useful:

"persistent" assignment of messages for REST-like APIs for consumers

Imagine the link as a resource.  You can POST credit to the link.  A link with credit can
then have message resources as children.  These messages have essentially been assigned to
the link.  Once messages are assigned to you you want to be able to GET it as many times as
you like.  At some point you want to POST to accept it.  Each GET / POST might be on a different
connection.  In the case of a GET that means you need to be able to re-send the message content

To achieve this we could set up a durable link with a default outcome of "RECEIVED". Assigned
messages will be in the unsettled map with this state. When a connection is made, case the
"client" resumes first with an empty, but incomplete unsettled map.  The server then sends
the unsettled map, listing all the messages which have been assigned but not accepted.  The
two detach, then the client attaches with an unsettled map that matches the server's - i.e.
asking the server to resend all the assigned (but not accepted) messages.
