    This is not correct.  Connection reestablishment is _always_ attempted.  With link-routing,
the client needs to handle dropped links rather than (in addition to) dropped connections.
 With message-routing, the client needs to handle RELEASED/MODIFIED deliveries (usually by
re-sending them).
