PROTON-1894: expose the current array position even with buffers have multiple backing arrays

> expose the position within current backing array of a composite buffer
> ----------------------------------------------------------------------
> Key: PROTON-1894
> URL: https://issues.apache.org/jira/browse/PROTON-1894
> Project: Qpid Proton
> Issue Type: Improvement
> Components: proton-j
> Reporter: Robbie Gemmell
> Assignee: Robbie Gemmell
> Priority: Minor
> Fix For: proton-j-0.28.0
> The CompositeReadableBuffer offers access to its backing arrays to allow for certain
operations to be undertaken efficiently. However, unless there is only a single backing array
it isn't always possible to determine positioning within the current backing array, though
the buffer itself obviously knows this. It should be exposed.
