Not sure I understand regarding github. You would just create a PR against the latest master
(perhaps you need to update your fokr if it is not up to date). If nit that then please attach
a patch rather than your version of the file.

There is a broker level option that controls timestamping in the 0-10 path, and we should
use the same option to control it in 1.0 path. It should also use qpid::sys::Time.h for consistency
and handling different platforms.
