 Review comment:
   In theory if you can import cproton then you can get it from there (and from previous discussion
sphinx seems to need to import proton to work anyway).
   However it would be more robust to just read the VERSION.txt file in the top level of the
build - one issue with this is that it is outside the python hierarchy.
