According to the Python/C API docs here

we should call PyOS_AfterFork() at the top ChildInitHandler().
PyOS_AfterFork() is a very small routine, and is actually #ifdef'd empty if python is compiled
without threads.  This might be why mod_python works without threads, we don't need to call
PyOS_AfterFork b/c it doesn't do anything.  if WITH_THREADS is defined, it becomes neccessary.
