In addition to allowing more flexibility as to the timing of policy download, it could also
be worth considering
 a) An event based mechanism to push policies to plugins for example via kafka
 b) the plugin persisting the current policy locally, with the option of using this at service
startup if the new policy cannot be downloaded [adds resilience]
