It depends on whether you want to commit it yourself. If you just want
it committing, we create a ticket, post the content there, then one of
our existing Apache committers can commit it for you.

Personally, I'd post it to Jira, then wait for your account to turn up.
Not as efficient, but more fun for you :-)
