Yup. This turned out to be the issue. Nice intuiting, Matt!

Running as root is missing from the docs for configuring the app
<https://rave.apache.org/source.html>. I'm not sure where we host those
things, but I can make a PR to update the description there if we want.

Also, Matt, all of that sounds great. And that's exactly the sort of thing
we'd like to see us using the Vagrant box for. It'd be really great if you
wrote up more details of those instructions.

1. What profile/environment variables need to be set up?
2. Where does the database come in? That isn't mentioned in the Getting
Started guide.
3. What do #8 and #10 do for us? Those are also missing from the Getting
Started guide.

If you get me this information I can add it to the Vagrantbox.

Re: changes to database/externalizing the config. Agreed. We can take
baby-steps and make changes over time. Getting it up and running with
Vagrant/Grunt is step one!

Also, by the end of today I'll have an updated PR that will get the app
running with Vagrant.
