There are no existing issues from the field that treat the outrigger implementation decision
as a bug. The JavaSpace caller could find out about Transaction expiration by performing a
getState call if/when needed. Doing the check in outrigger would force it on all uses, regardless
of whether it is needed or not.

This issue will be resolved by modifying tests to remove checks that conflict with this aspect
of the outrigger design to remove test cases that require continuous awareness of Transaction
state. If this decision is ever reversed, the test changes associated with this issue should
be backed out.
