I switched to roller-startup to a Console logger by default (while giving comments in the
file of how to switch to an actual log file if desired) -- in most cases it will get written
to the Tomcat catalina.out file, which is where people look anyway for very early startup
errors before Roller initializes.  Also, this avoids the ugly (IMO) and nearly-always-empty
roller-startup.log that pops up whenever you start Roller.

Absent such a change, the build/test process was returning this error if $catalina.base is
not defined on the user's machine (and hence null):
