    Draft of bylaws for the project.

    Fixes SAMOA-5.
    Currently Lazy Approval is not used in any action, but we might want to separate code
changes from doc changes, and use Lazy Approval for the latter.

    $ git pull https://github.com/gdfm/incubator-samoa SAMOA-5

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/incubator-samoa/pull/7.patch
