    Summary: Make MLlib string params case-insensitive  (was: Strength consistency for supporting
string params: case-insensitive or not)

It would mean accepting some parameters like "regparam" where "regParam" was required before,
but the latter continues to work. It wouldn't break things, though would cause some code to
work that didn't before. Consistency is probably worthwhile here, if we can make it all consistent
in one go.
