itself to be deployed in CATALINA_HOME and specific applications to be deployed in CATALINA_BASE.
This is the case in Apache Bigtop. The Tomcat binaries are installed in /usr/lib/bigtop-tomcat
(CATALINA_HOME), and specific applications are installed in /usr/lib/sqoop, etc... (CATALINA_BASE).
