I have updated the release artifcats and fixed JIRA.   Please go ahead with the rest of the
release process

    Two things we have to do :
    - Close the release in the jira
    - Add 1.4.7 to dist.apache.org and delete 1.4.6.
    
    After I'll be able to send out the announcement email.
