A vote monitor has privileged access to full details of votes already cast.  Where a monitor
is also an elector, (s)he might be tempted to use that information to game the system in a
close election.

The availability of the "Tally votes" function makes such abuse not merely possible but very
easy.  Furthermore, it is human nature to want to 'explore' the system.  As a vote monitor,
I have had to force myself to cast my own vote before exploring the "tally votes" option to
avoid any risk of my vote being prejudiced by such information.

Suggested improvement: Tally Votes should be disabled until the election is closed.

Also for consideration: embargo the raw vote data until election is closed.
