A workaround is possible, using query parameters appended to the submit button's target action/url.

Use <s:submit  ...  href="<action>?submit=<value>" />   instead of  <s:submit
 ...  action="<action>" />

eg:

<s:submit name="submit" value="Save" formId="summaryForm" href="NcrSummaryAction.do?submit=Save"
targets="summaryTab" theme="ajax"  />
