I tested it on Safari 3.0 beta on windows and it works.  It still does not work in 2.0.8 with
the current stable version of safari on mac which is 2.0.4.

This sounds like safari 2 is missing functionality that dojo expects.  If struts wants to
support safari 2, then this needs to be fixed.  I am unable at this time to compile 2.1 to
give you the head output.  As soon as I have a chance I'll post the output.  Just adding debug="true"
to 2.0.8 didn't give me any additional information.
