Hey guys,
Actually this is because the DTD name is incorrect.

The correct name is:
-//Apache Software Foundation//DTD Struts Configuration 2.0//EN

While you (and I) were using:
-//Apache Software Foundation//DTD Struts Configuration//EN

Using the correct name will mean that the DTD will be resolved from the classpath.
