Attached is a patch that fixes this issue...

The SpringOsgiObjectFactory has been updated to take an optional "struts.objectFactory.spring.delegate".
If this exists, the object factory will first try to create an object from OSGi bundles, then
try the SpringObjectFactory (passed in above), and finally fall back to the default struts
container.

To use, include both the struts-spring and struts-osgi plugins, and configure struts with
something like:

<struts>
    <constant name="struts.objectFactory" value="osgi" />
    <constant name="struts.objectFactory.delegate" value="springOsgi" />
    <constant name="struts.objectFactory.spring.delegate" value="spring" />
    <constant name="struts.convention.default.parent.package" value="osgi-default" />

where struts.objectFactory.spring.delegate is set to the value defined in the struts-spring
plugin for the StrutsSpringObjectFactory

The configurations from the struts-spring plugin will work as well
