I have been using OrionServer (AKA Oracle 9IAS) for quite some time now, and
packaging my application as an .EAR.  During the development, I only have to
rebuild the EAR and copy it over the existing one.  The server automatically
picks up and re-deploys the EAR (quite fast too).  All the statics are
updated, and the changes I make to struts-config.xml are taken in to the
account.

Most of the servers should allow you to do this.  Since a new classloader is
created when a new .EAR is detected, the statics will re-load from scratch.
The same things goes for the resources accessed using the classloader such
as struts-config.xml.

I don't have experience w/ a wide array of app servers, but how many are
capable of reflecting an updated constants value in an xml file (say web.xml
or struts-config.xml) w/o having to reboot the server?
