Not really a Struts issue, but write a Javascript function that is called
onSubmit in the form, and set up an function on the submit button that
performs a submit onclick, e.g.
...
<script>
function catchSubmit() {
	return false ;
}
</script>
...
<html:form.... onsubmit="catchSubmit()">
...

	<html:submit onClick="document.myform.submit()"/>
</html:form>

Or you could just accept that some browsers work this way.
