Make sure that:

<!DOCTYPE whatever-config PUBLIC
    "-//THIS//PART_OF_YOUR_DOCTYPE_TAG//EN"
    "http://yadayadayada">

THIS//PART... matches the name of the validator doctype exactly. I'd give
you a more solid example if I knew what it was supposed to be, but I don't
know what it is supposed to be. I do know that I used Digester with a local
DTD for validation, and the name needed to match exactly for it to use the
local version. With Digester, the code that does the parsing can register a
local DTD for a given name, so as long as you match the name, the parser can
use the local version. If the match is not exact, it will use the URL to go
get the DTD.

Sorry this isn't a better explanation, but it is worth a look to make sure
that the name matches exactly. If you have the wrong version number or any
other differences, Digester won't be able to use the local DTD.
