That would add in a middle man.  This would either mean you would have to
lower your price (Not what you really want) or the software house would add
their percentage, and your code may never get in.

In may ways it is better to work directly with someone like a local
authority, especially if you are just starting out.  I know the legal bit as
a member of my family runs the purchasing legal department for one (I always
go through her for the legal advise).  The class of software (and computer)
personnel there is not in the super-programmer range as they don't pay much,
so you could get quite a bit of *extra* work if you and your software prove
to be top notch.  And remember that all the local authority chiefs talk
(occasionally) to each other (usually on the golf course!!) and they *do*
know the little people, most of the time by name.  If it's good, they will
boast about you, and that can only be a good thing.  Several friends have
used local authorities as a spring board to greater things in many different
fields.
