Subject [QUESTION] forward slash in "action" attribute

The tutorials and documentation examples seem to toggle back and
forth on this one and I want to see what the official word on this
is.

When you use <html:link action=""/> or <html:form action=""/> in
your JSP page, is the forward slash at the beginning of the action
command required or does it serve any useful purpose?  Namely, what
the is the difference between

<html:form action="insertEmployee"/>

and

<html:form action="/insertEmployee"/>

assuming that my struts-config.xml file has an action mapping for

<action path="/insertEmployee" ...

The idea of implementing a serious complex set of business 
logic rules in a scripting language like Perl really scares me. 
Perl is too much 'write once, read never again'. And that's no good 
for business logic that requires maintenance.
