Ok...
why, now, I have the following Exception?

javax.servlet.jsp.JspException: Define tag can contain only one of name
attribute, value attribute, or body content
	at org.apache.struts.taglib.bean.DefineTag.doEndTag(DefineTag.java:257)

Something like this?

<bean:define id="myValue" >
   <bean:message key="whatever.from.your.message.resources"/>
</bean:define>

Then use <%= myValue %> where you need to.
