Turns out that this major client (w/ hundreds of users hitting our site) was
deploying a customized IE build (via IEAK tool) that was somehow
incompatible with our version of OpenSSL. We hadn't had problems with the
standard IE downloads, or with Netscape/Mozilla. 

We tried upgrading our web server to a newer version of Apache and OpenSSL,
and the client can now access our Struts web app via HTTPS and their new
IEAK-generated IE 6.0 browsers. Doesn't appear to be a coincidence.

The problem is narrowing down to an HTTPS/SSL issue. We are enabling some
additional mod_ssl logging in Production during our maintenance tonight.
Hopefully this will help us track down whether the problem is on the client
or server.

The first thing I would do is to find out where the problem lies - at server

end or client end. There could be many possible causes.

Personally I have been using IE 6.1 SP1 with Struts (Tomcat) for some time
and 
I did not encounter problems. But I am using it in an intranet.
