Subject how to catch struts taglib exceptions

I have set up a global error handler in my web xml file which should capture
ServletExceptions.

When a struts tag throws an exception, it seems to be ignored.

The following output appear on the page:

[ServletException in:/WEB-INF/jsp/formLogin.jsp] Cannot find message
resources under key org.apache.struts.action.MESSAGE' 

I have not looked at the code for this tag myself, but it looks like the tag
is catching the error itself and then writing this message to output stream.

How can I change this behavior?
