Subject RE: No stream could be opened

The file is present.

In fact I have two files
1. validation-rules.xml
2. validations.xml

The error is occurring only for the first one.
The second file is being read without any problem.

I even removed all the code in "validation-rules.xml" and left only the following code:
<form-validation>
 <global>
  </global>
</form-validation>

Still the error persists!!!

First i would recomend double checking that the file exists at /WEB-INF/ remember to be careful
about capitalization.

The error message would lead to the conclusion the file is either not there is is not readable.
