You're right, I'm wrong.

I see in my app that this tag:

<html-el:form  action="/ItemListUpdate.do">

Resolves to this HTML:

<form name="ItemListBean" method="post" action="/PPI/ItemListUpdate.do">

It seems that the <html-el:form...> tag is prepending the app context to the
"action" value.
