You cannot nest tags, so this will not work. As I said before, you don't
need a value attribute, Struts will populate the control from the "id"
property of the form bean.

If there's really a need to do something like this, the solution is to use
the "el" version of the Struts tag:

<html-el:hidden property="id" value="${formbean.ID}"/>

You might need this to dynamically generate a styleId value for a tag in a
loop, for example. You shouldn't need to use it to specify a value.
